O relatório do NESTA "Innovation in the Public Sector: How can public organisations better create, improve and adapt?", foi publicado em 2014 e tem como autor Geoff Mulgan (atual Diretor-Geral do NESTA).
O documento é considerado referência no tema e, em quatro capítulos, desenvolve algumas questões fundamentais, conforme a seguir.

Outra novidade é a introdução dos "Sete Estágios da Inovação", que destaco no diagrama acima apresentado e, conforme afirmação constante do documento (Introdução do Capítulo 2), "in verbis":
